El texto se arma a partir del cotejo constante entre los comentarios sobre “L’envers des Etats Unis” –libro de George Moreau en donde el autor francés narra sus impresiones de viaje por el país del norte y critica duramente la política imperialista yankee– y tres artículos escritos por Mansilla “hace diez años” (probablemente menos de diez, dado que hablan de la guerra entre España y Estados Unidos, ocurrida en 1898) y que dice haber publicado en la prensa francesa (no se especifican fechas exactas). Mansilla reflexiona en torno a las vicisitudes de la guerra, de la Doctrina Monroe, del imperialismo estadounidense, que ve como peligroso para América del Sur. Su mirada –nada fascinada hacia “el país de Uncle Sam”, como sí puede leerse en otras “páginas breves”– deja ver no sólo su conocimiento militar y político (evidente en muchos de estos textos) sino, ante todo, una fuerte postura anti-colonialista de defensa de la soberanía nacional argentina, una visión adelantada en torno los intereses de Estados Unidos sobre América del Sur y una dura crítica a la “ignorancia elemental de la masa popular norteamericana”. Es muy probable –aunque el autor uruguayo no es mencionado en ninguna de estas páginas– que Mansilla estuviera muy al tanto del hoy célebre ensayo Ariel (1900) de José Enrique Rodó.
